During Passover, the 5 traditional grains that were used to make bread in ancient Israel are prohibited from being consumed. These are wheat, barley, spelt, rye, and oats. This is in remembrance of the suddenness of the Jews' flight from Egypt--they didn't have time for their bread to rise. To avoid even the potential for leavening, only grains that were baked into bread within 18 minutes of coming into contact with liquid are permitted. This is the exception that allows matzoh that has been certified as Kosher to be consumed.
